It’s been so hot over the last month. We’ve already shared tips on how to stay safe and be a good neighbour in the heat on our social channels. We’ve also got practical advice from ERA in this edition. Other highlights this month include:
The measures remove the requirement for police officers to give a warning before seizing a motor vehicle used in an antisocial manner. There is also a change in the law to shorten the time between vehicles being seized by the police, and when they can be disposed of. You can read more about this here.
Empty properties can become vulnerable to antisocial behaviour, vandalism and unauthorised access, creating concern for residents. Neighbourhood Watch is working in partnership with Ad Hoc Property Management to help members raise concerns about vacant buildings in their area. Reporting antisocial behaviour (ASB) is everyone’s business, but it isn’t always easy. It can really help to know where and how to report it. As Whitebushes is so close to the boundary with Tandbridge District Council we feel it is only fair to highlight the programme of consultations they have planned especially as a former plan had featured the development of Redhill Aerodrome into a 10,000 home site which would have extended close to Whitebushes, East Surrey Hospital and Royal Earlswood Park

As we prepare our last Environmental Sustainability (ES) Annual Report as RBBC, it has provided us the opportunity to reflect back on achievements since the ES Strategy and Action Plan were first adopted in 2020. Some highlights include:
The ES Annual Report will be presented to the Executive on 24 September 2026. Alongside an update on progress during 2025/26 and a review of achievements over the lifetime of the Strategy, the report also looks ahead, setting out actions for delivery by RBBC during 2026/27 and proposing next steps to support the future East Surrey authority in advancing this agenda.
Schemes that help residents save energy, reduce bills and cut carbon
Ofgem recently announced a 13.5% increase to the energy price cap, which will raise the average annual dual-fuel bill for a typical household in England by £221. The Warm Homes Local Grant is available for fully funded measures including insulation, heat pumps, solar PV, smart controls, and other home energy performance improvements such as draft proofing, windows, and doors. Eligible households include low-income residents living in privately owned EPC D-G homes. Household energy efficiency measures worth £441,593 have already been approved in our borough and we’ve had the most validated homes of any Surrey borough through the scheme so far.

Report, reduce and prevent domestic abuse during the World Cup
Did you know that reports of domestic abuse increase by 38% when England lose a match? Even in the event of a win, there is still a 26% increase. Alcohol Concern Cymru has also pointed to evidence from police which shows a link between major sporting occasions, heavy drinking and a surge in reports of abuse.
Events like the World Cup should bring people together, but this data shows we need to look out for vulnerable families. Crimestoppers is encouraging everyone to call time on abuse, recognise the signs, and report anonymously. Find out more.






Members of the public have reported 55.7 million suspicious emails to the Suspicious Email Reporting Service (SERS). The free service was created by the UK’s National Cyber Security Centre (NCSC) in 2020 and since its launch has resulted in the removal of 250,000 scams across 443,000 malicious websites.

Roadworks are due to start in the hospital ground on Monday 1st June and last until Tuesday 23rd June (weather permitting).
A one way system will be operating with Canada Avenue being entry only except for vehicles accessing the main entrance, buses and emergency vehicles which will be leaving via Canada Avenue onto the roundabout.
All other traffic will be exiting via Canada Drive coming out on Three Arch Road by the village hall.
Please exercise additional caution when approaching the Canada Drive exit as this will see a significant increase in traffic.

As spring growth accelerates across Surrey’s road network, our annual grass-cutting programme is now well underway, helping to keep verges safe, visible and well maintained for everyone using the county’s roads.
We deliver a planned cutting schedule running from February through to November each year. This ensures we stay ahead of rapid seasonal growth while balancing safety, environmental considerations and value for money. Across the programme, we complete six cuts in urban areas, two in rural locations, and two on high-speed roads such as dual carriageways.
In residential areas, teams use ride-on mowers where possible, supported by strimming in areas the machinery cannot safely reach. At times, residents may notice grass cuttings temporarily left on pavements or roads. This is part of a coordinated process, with follow-up “blowing” teams returning shortly after to clear surfaces and safely redistribute cuttings back onto the verge.
In rural areas, specialist tractors fitted with side-arm flails are used to manage vegetation, helping maintain clear sightlines for drivers, cyclists and pedestrians.
High-speed roads are treated differently due to the additional safety requirements involved. Traffic management is needed to protect both road users and crews, meaning fewer cuts are carried out each season. Grass cuttings are left in place and naturally break down over time, as collecting them would significantly increase costs, carbon emissions and disruption.
Residents may also notice Blue Heart verges, which are managed specifically for biodiversity, allowing wildflowers and wildlife to thrive before a single cut later in the year.

Message from Surrey County Council
As part of Surrey County Council’s (SCC) commitment to improving roads and pavements, Three Arch Road, Redhill, has been selected for footway reconstruction.
The work will take place Monday 11 May for 2 weeks.
The road will be closed from the junction with Bushfield Drive to slightly before the junction with White Bushes. SCC will make sure you can get to and from your house or business when it is safe to do so.
Please talk to a member of staff on site if you need help – they are keen to deliver the work with minimal disruption to you. It is essential to keep the road free from parked vehicles to enable the work to proceed as planned. The work is weather dependant and can be delayed by bad weather or other factors. Please look at our information boards on site for date changes.

Hosted at the Asian Social Group’s centre opposite Sports Direct in Redhill this is an item opportunity to get items repaired.

This event will be operating every 3rd Saturday of the month.

Metrobus have just announced a series of service changes that will impact bus users on the estate from Saturday 9th May.
Whitebushes will lose the 460 Epsom to Crawley service which will now be only available from the hospital despite representations being made for the retention of this service due to the excellent connections to areas that we know residents travel too.
This change has been introduced by Metrobus to try and introduce a more regular service between Redhill and Crawley with routes 400,420 and 460 eventually aiming to operate a 15 minute frequency service between these three routes Along the A23.
Whitebushes in return will see the return of routes 430/435 the Redhill, Reigate and Merstham circular routesboth operating with a 30 minute frequency.
There are a number of service changes to other routes on the Metrobus network too.

Surrey County Council is continuing its work with Transport Focus to better understand how bus services are working for residents. Following the launch of the Your Bus Journey survey in 2023, we’re now running our own year-long bus user survey to gather even more local insight.
Hearing directly from people who use buses, as well as those who don’t, helps us understand what’s working well and where improvements are needed. This feedback plays a vital role in shaping how we work with bus operators and where future investment is focused.
Insights from previous surveys have already influenced key decisions. This includes improving bus infrastructure, such as bus stops and priority measures, and exploring simpler, more user-friendly fares and ticketing options.
The findings also highlight just how important buses are to many people in Surrey. More than a third of respondents said they have no alternative way to travel, rising to over 40% for disabled passengers. Feedback has also shown that positive, helpful interactions with bus drivers can make a significant difference to overall journey satisfaction.
Your feedback is essential in helping us build a bus network that works for everyone, supporting those who rely on it today, while encouraging more people to use it in the future.

With the local elections in just 3 weeks time this is an opportunity to highlight the opportunity to have your voice heard on local government and the services provided by local government.
In the election for the new unitary council covering East Surrey (Tandbridge, Reigate & Banstead, Mole Valley, Epsom & Ewell and Elmbridge) you will have TWO votes.
There is also a local by-election on the same day for Reigate & Banstead Borough Council for those in the Earlswood and Whitebushes Borough ward. You will have ONE vote in the by-election.
Both the existing Borough / District Councils and Surrey County Council will continue to operate until end of March 2027 with the interim transition period aimed at trying to minimise the impact of the change from the existing councils to the new unitary council. The new East Surrey Council will then operate all local government services.

There will be an additional day for the Kiln Community Garden project this Saturday (11th April) from 10am where the team will be continuing to plant the rest of the flowers following a successful event last week. Last week the team completed a lot of clearance of the beds and started the planting of 120 plants but we need your help in getting the community garden finished to make it a lovely space to relax in during the summer months.
Not a gardener? Don’t worry there are plenty of experienced people that can help you learn about gardening there or if you want a chat there is also seating at the community garden too.

Following the weekly ”In the know” updates from Surrey Police it has been noticed that keyless vehicle theft has been occurring in East Surrey.
If you have a keyless vehicle ignition or doors to reduce the risk of theft it is recommended that you store your keys in a faraday pouch when you are not in the vehicle..

March 2026 sees Cllr Ruth Ritter step down as a councillor for Earlswood & Whitebushes after 7 years of service to our community. However, if you want to catch up with her still is looking forward to continuing to be a member of the Kiln Community Garden team.
Ruth’s departure message is in a previous post.
We also see at the end of the month Conrad, Raven Housing Trust’s neighbourhood warden retire after serving the estate and it’s residents for 15 of his 19 years with Raven.

Longstanding team member at Raven Housing Trust Conrad Roskell is about to retire after 19 years service at the housing provider, but with over 40 years working in housing.
To mark the occasion, it was a thrill to be able to present him with a certificate on behalf of the community with a gathering of his colleagues from Raven and RBBC.
The citation reads,
"This Certificate of Appreciation is given to Conrad Roskell by the Mayor of the Borough of Reigate and Banstead in recognition of his work in housing for over 40 years. Firstly, in his home county of Essex and for the last 19 years in Surrey. Primarily, working in the Borough of Reigate & Banstead with Raven Housing Trust.
During his years at Raven, he has repeatedly shown himself to be an empathetic and committed member of the community - so much so he is often referred to as 'Mr Community'. On numerous occasions Conrad has provided direct and consistent support to residents of the borough, assisting some of our most vulnerable residents with issues ranging from hoarding, emergency repairs, sourcing furniture for those with none, investigating antisocial behaviour and generally being a reassuring, familiar face.
Conrad has also been deeply committed to community cohesion and improvements. Over the years he has worked in partnership with many local partners, in particular, the Community Development Team and Reigate & Banstead Borough Council. He is best known for his community initiatives - organising fruit tree planting, flower beds, estate picnic benches, new play areas, noticeboards, supporting youth initiatives and running the smoothie bike, Santa, Diwali and craft stalls at community events. It is estimated he has made at least 2500 smoothies on the Raven Smoothie Bike at fetes and school fayres across the borough!!
We wish him a happy and well-earned retirement - he will be missed by all the residents he has encountered and will equally be missed by colleagues at Raven Housing Trust and Reigate & Banstead Borough Council."

As one of Conrad’s last major projects on the estate, in partnership with Reigate & Banstead Borough Council, was introducing the recycling service for the Raven flats which saw investment in new gates and even new bin areas. It seems appropriate that this was his cake.
in the latest list of car crime and burglaries circulated by the neighbourhood policing team a van was reported as stolen on the estate using keyless access.
To avoid risking being the victim of keyless vehicle theft it is recommended to use a faraday pouch to store the keys when not in use. These are readily available from local shops and online for very reasonable prices.

Please note that the coffee van at East Surrey Hospital will be opening later than usual on Monday 23rd March due to the upgrading of the current vehicle to a new unit.
Update: due to unforeseen circumstances the coffee van is currently closed but rest assured the wait will be worth it!

Many of you over the weekend, will have received with your Council Tax bill a leaflet about the Future of Surrey and getting ready to vote on the 7th May for the new East Surrey Council.
Just like last year, when the Surrey County Council elections were postponed, the Reigate and Banstead borough elections are in effect postponed too.
On May 7th, you will be voting (the existing County Council ward will remain, but under the new name of East Surrey ) for two councillors representing you for the next five years.
The existing Borough Council of Reigate and Banstead will end on 31 March 2027. The leaflet in your council tax letter states that all your existing County and Borough Councillors will continue to represent you until 31 March 2027. Cllr Ritter’s position would have been up for re-election this May. Cllr Torra’s for May 2027 and Cllr Vischer’s for May 2028.
However, it is with sadness that we have to announce that Earlswood and Whitebushes’ Cllr Ruth Ritter has had to make the decision to step down at what should have been the end of her four year term. This will mean that there's to be also a by-election on May 7th for a Borough Councillor in our ward to cover the role for one year.
We just wanted to say, a huge thank you to Ruth, who has done so much good for our ward these past seven years – helping to establish both the Kiln Community Garden and Pond in Whitebushes and Friends of Ifold Road Park in Earlswood - and doing what she does best, listening and acting on your behalf. She has been a brilliant support to Della and Gillian, and a great advocate for The Green Party with her hard work and dedication. But greater things await her. We wish her well on her next chapter.

At approximately 08:30 hours this morning a fire took hold on a few properties on Bushfield Drive near Grantwood Close resulting in a significant size response by Surrey Fire and Rescue, Surrey Police, Raven Housing Trust, British Red Cross and other stakeholders.
Help in the bushes thoughts are with the families that have been impacted by this incident.
UK power networks instigated a power outage impacting approximately 77 properties. as of 18:00 hours power is still off to these properties and likely to be so for the next 2+ hours.
The community has really come out to help support the family as they deal with the shock of this incident and our thoughts remain with them at this time.

We are pleased to announce that Andy’s man’s club has arrived at Woodhatch Community providing a free and safe space for men to talk about their mental health needs.

We are also pleased to to announce starting in March 2026 there will be a walking club operating prior to the community cuppa at the village hall on the first Sat of the month.

What does the Government’s announcement on local elections mean for Surrey?
🗳️ Elections for the new East and West Surrey councils are still going ahead on 7 May as planned.
From April 2027, the existing county council and 11 district and borough councils will be replaced by two new unitary councils – East Surrey and West Surrey.
On 7 May 2026 you will get the opportunity to vote for two candidates in your ward. They will represent you in your new East or West Surrey council, depending on where you live.
The councillors elected in May 2026 will work as part of 'shadow authorities' for one year. They'll be working with the existing councils on moving to Surrey's new local government structure. They will continue to represent East Surrey and West Surrey after April 2027. This is when the two new unitary authorities will take over delivering all local services in your area.
Your existing county, borough and district councillors will continue to represent you until 31 March 2027. Therefore, as planned, there will be no elections for the 12 existing county, borough and district councils in Surrey this year. This includes Reigate & Banstead Borough Council. If a by-election is needed in a particular ward, that will still take place.
There is no disruption to council services during this process. We remain focussed on delivering services as usual until the new councils take over in April 2027.

Today Open Reach following a call by Help in the bushes member Robin Whitwell, attended the hospital roundabout and have initially said to me that they will be deploying a road plate over the noisy manhole covers as a temporary fix but subsequently called back to say that they will seek to permanently repair it on Monday night, subject to permits, under either a diversion or more likely 4 way traffic lights. They hope that the work will be completed in one night.

Following the previous consultation into the A23 / Three Arch Road and Maple Road remodelling Cllr Vischer wishes to share the following informal consultant document required to declassify some ”common land” which has restritions on it’s usage and the proposed relocationof the same area of land in a suitable location north of the football club.
If approved it will help facilitate the remodelling of the junction to improve traffic flow towards the hospital with a new filter lane amongst other improvements.
Earlswood Common Informal Consultation
Proposed applications for:
(1) the deregistration and exchange of common land under section 16 of the Commons Act 2006; and
(2) consent to carry out restricted works on common land under section 38 of the Commons Act 2006.
Reigate & Banstead Borough Council (the Council) and Surrey County Council, as owners of parts of Earlswood Common, intend to make an application to the Secretary of State for Environment, Food and Rural Affairs for 5,129 sqm of common land forming part of Earlswood Common to cease to be registered and to provide an equivalent area of replacement common land.
The existing common land to be deregistered is at the junction of Three Arch Road and Maple Road and is either on or directly adjacent to the public highway.
The replacement land is located at Kin Brow, adjoining Earlswood Common to the north of the Three Arch Road junction. The replacement land will provide improved recreation, conservation and public access benefits to users. The new replacement land will offer the same rights of common as those that apply to the deregistered land.
The Council also intends to make an application under Section 38 of the Commons Act 2006 for consent to carry out highways works on 2,391 sqm of land which forms part of the registered common land at Earlswood Common and to allow limited areas of common land to be used temporarily during these highway works. This land will remain part of Earlswood Common after the highway works are complete.
The purpose of the applications is to facilitate highway works at the Three Arch Road junction that will ease congestion and cut delays while delivering quicker, safer and more reliable journeys for all forms of transport, with improved access to local destinations including East Surrey Hospital.

Surrey and Sussex Heathcare NHS Foundation Trust are pleased to announce plans for a new Urgent Treatment Centre (UTC) at East Surrey Hospital in Redhill!
The purpose-built UTC will sit alongside the Emergency Department, creating a single front door for people with non-life-threatening emergencies. It will offer faster assessment, diagnosis and treatment in one place, while freeing up space in the main hospital to expand Same Day Emergency Care (SDEC).
Backed by £8.6m of NHS England capital investment, the new two-storey building is at the final design stage. Subject to approval, construction is expected to start this summer, with the service opening in the second half of 2027.
This development will help reduce Emergency Department pressures, cut waiting times and support more patients to return home the same day, improving urgent care for East Surrey and surrounding communities.

Following the planning enquiry requested by Solum (owned by Kier Property and Network Rail) which ran from September to November 2025 the outcome has now been decided.
The inspector following a review of all the fact refused the application.
Special thanks go to Reigate & Banstead Borough Council, Redhill Residents Action Group for their work defending the councils decision to initially refuse this with over 2,000 objections. In addition to the expert witnesses, a number of local individuals including Whitebushes resident Robin Whitwell, Councillors Stephen McKenna and Jonathan Essex, Surrey Coalition of Disabled people, Shop mobility, Redhill Reigate and District Rail Users Group and others made statements and were cross examined by the UK’s leading planning barrister.
Please note that railway engineering works are currently over running and that on Monday 19th Network Rail expect major disruption with no services planned to operate from Earlswood or Salfords railway stations at time of posting.
Additionally more engineering works have been scheduled for next weekend.

Next step for local government reorganisation in Surrey⏱️

Help in the bushes are pleased to advise you that the building at Nutfield has been made safe and the A25 between Redhill and Nutfield has reopened.
Metrobus services have returned to their normal routes with the exception of in Godstone where the sink hole road closure remains in place.

Due to a building being damaged the A25 has been closed between Redhill and Nutfield to all traffic and could be closed until 26th January. The reason for the closure is to ensure that the building is structurally safe before allowing vehicles and pedestrians to pass close to it.
Traffic congestion must be likely and this will extend no doubt to a number of country lanes.
Buses have today been on diversion with the 410 going through Earlswood and the 400 using the A23, Shepherds Hill, Merstham to reach Caterham via Chaldon. Please check the Metrobus app or website before you travel.

Salfords and Sidlow Parish Council have shared the following news re Three Arch Road roadworks:
As part of Surrey County Council’s commitment to improving roads and pavements, Three Arch Road has been selected for carriageway patching works.
The work will take place Monday 19 January for 2 days – working hours: 10am to 4pm.
Delays Possible whilst works are carried out from east of junction with Bushfield Drive.
SCC will make sure you can get to and from your house or business when it is safe to do so. Please talk to a member of staff on site if you need help – they are keen to deliver the work with minimal disruption to you.
It is essential to keep the road free from parked vehicles to enable the work to proceed as planned. The work is weather dependant and can be delayed by bad weather or other factors. Please look at our information boards on site for date changes.
Help in the bushes will update this page when we know what impact this will have on buses services on the estate.

Since late evening the Virgin Media television and broadband service on Whitebushes has been down. Updates with latest news first follows:
Update 09:25 Some homes now back on line.
Update 08:30 I have just spoken to Virgin Media about the TV and Broadband outage. They have informed me that service issues are likely to be resolved by 16:00/16:15 today.
They did mention upgrades to Fibre optic cables however the online update fails to mention any planned works. Also I have pointed out that if disruption is expected due to planned works that it is unfair on customers to not have notice of that outage especially when the broadband outage will prevent those that work from home from working.
I did also mention that compensation should be offered as this is a prolonged outage and was informed the bill will be adjusted to reflect the period of service disruption.
Update 06:30. Since late yesterday evening the Virgin Media broadband connection has been out of service for a number of local residents. Due to them sending the TV signal over the internet this is also impacted.

Under the new unitary council we will see a reduction on
the number of councillors compared to the current two tier local government (Borough/District and county councils). Our electricity network is built to be resilient but bad weather can bring down trees, damaging overhead power lines and potentially causing power cuts.
As a household that is registered to our free Priority Services Register, we want to make sure you know how you can contact us in a power cut and give you some tips on how you can prepare.

Alternatively, customers travelling between central London and the Airport can use trains to East Grinstead and change there for replacement buses to/from Gatwick Airport.
For journeys between Brighton or the Sussex Coast and London, customers should use trains to Three Bridges and change there for replacement buses to/from East Grinstead for onward train connections to/from central London.
Journey times will be extended, so customers will need to allow plenty of additional time, especially if travelling to the airport to catch a flight.
Journey Planners have been updated to include the amended service plans for these dates.

A diverted Southern train service will run between Brighton and London Victoria calling at Hove, Shoreham-by-Sea, Worthing, Angmering, Littlehampton, Horsham, Three Bridges, Gatwick Airport, East Croydon and Clapham Junction. If customers are travelling between Brighton and London, they are strongly advised to use this train service rather than the limited replacement bus service.
Journey planners are now showing the service plans for these closures up to late March. They will begin to show details for the closure on Sunday 3 May, from 12 weeks in advance.

It has been brought to our attention that new parking restrictions have been recently introduced on the Borough with confirmed Ringo payments required on roads like Station Approach in Horley.
Please check carefully for parking restrictions to avoid any potential fines being raised by either paper tickets or automatic number plate recognition camera enforcement. Whilst we have specified one area there is potential for other roads to also be impacted.
