lToday, 31 March, Reigate & Banstead Borough Council launches a survey to gain insights from local residents to help shape the future of local government.
The proposed re-organisation will change the way that all council services are delivered in the future. We want your voice to help shape what happens next.
The English Devolution White Paper set out the Government’s plans to simplify local government. Instead of some services (like education, adult and children’s social care and roads) run by Surrey County Council, and others (like bin collections, planning, and housing) run by Reigate & Banstead Borough Council, councils will be combined into unitary authorities that will deliver all the services in your area.
An Interim Plan was submitted to Government on 21 March on behalf of all 12 councils in Surrey, proposing the county is divided into two or three unitary councils. We are now asking for the views of residents to influence the next phase of the process, ahead of submitting the full proposal to Government by 9 May 2025.
We are also working with Crawley Borough Council to explore options beyond the existing county boundary that could support the interests of our residents – particularly around maximising the economic growth potential of the already successful Gatwick Diamond economic area.
Cllr Richard Biggs, Leader of Reigate & Banstead Borough Council, asserted: “Big changes are coming to how your local services are run. We are committed to doing everything we can to influence Government to create a unitary model in Surrey that serves our residents and businesses best.
“Our survey seeks to understand what is most important to people in their local areas and communities, it asks about how and which surrounding areas people use, for views on transport and democracy as well as preferences for local government organisation. We need your help to tell us what you want and what your priorities are so that the plans we submit to Government reflect these as far as possible.”

Turning on 2SV gives your most important accounts an extra level of protection, especially your email. It can be turned on in a matter of minutes – time well spent to keep the fraudsters out.
Police took to the streets of Guildford, on Monday, 17 April as part of a national day of action, to raise awareness with the residents of 2SV also known as 2 Factor Authentication (2FA).
The team, which included local and regional representatives, spoke with commuters at Guildford train station about the importance of having the security process in place on their online platforms. They then went into Guildford town centre and were invited into Barclays Bank to provide the information to their customers, engaging with them inside and with other members of the community outside the branch.
Helpful fraud prevention literature was also shared with other banking organisations.
2SV can usually be found in the security settings of your account. Sometimes it’s called 2-factor authentication (2FA) or multi-factor authentication (MFA). It is available for most of the major online services, such as email, banking, and social media.
By setting up 2SV, it can help protect you from cyber criminals as it asks for more information to prove your identity when you log in to your online accounts.
It provides a way of ‘double checking’ that you really are the person you are claiming to be when you log in so creates double the work for criminals trying to access your online accounts, even if they know your password.
Even if you’ve always looked after your passwords, they can still be stolen through no fault of your own – it’s easier than you think for someone to steal your password.
When you turn on 2SV, you will be asked to provide a ‘second step’, which is something that you (and only you) can access.
This could be a code that’s sent to you by text message or created by an app.
You may also be able to use your fingerprint, facial recognition, or memorable information. You don’t necessarily need a mobile to turn on 2SV. Some providers will let you use a landline number, or a separate device, such as a card reader or USB stick.
We recommend turning on 2SV for your email and social media accounts, as well as any accounts that contain lots of personal or sensitive information. Often online banking has 2SV enabled by default but do double check if you are unsure.
Take a few minutes to secure your online accounts now.
Financial abuse by a known person
As people age their need to rely on others for support can increase, whether that is through personal care needs, day-to-day tasks or financial affairs. Financial abuse can take many forms, including abuse by a position of trust and sadly can be perpetrated by someone close to you.
Friends, family members, carers or company employees may be asked to look after your personal or business finances. They may instead take advantage of their access to bank accounts or information for their own benefit or misuse the assets of a business to embezzle funds for themselves.
In 2024, Sussex Police received 224 reports of financial abuse by suspects known to the victims with Surrey Police receiving 112 reports for the same period. These reports accounted for a combined loss of over £13 million pounds, with almost half of these cases relating to victims over 75 years old.
Older people can be an unfortunate target of this crime type, due to being in receipt of pensions and due to the higher value of assets they may have built up, by comparison to younger age groups.
Reporting a fraud by a person known to you can be increasingly difficult if the suspect is a family member, carer, or friend as there may not be an alternative support network outside the influence of the suspect. There can also be the risk and/or fear of retaliation or further victimisation which can inhibit reporting.
In a recent example, a housebound man in poor health from Sussex, was financially abused by a member of his own family. They had offered to do his shopping for him, which the man agreed to, and gave the relative his bank card and PIN number.
Eventually this came to police attention when he had fallen behind on his rent, had very little food in the house and insufficient funds to pay his bills.
It transpired that an additional £8,000 had been taken from his account, by the relative, without his knowledge.
In a similar case in Surrey, an elderly female had sought the support of a close friend to buy her groceries using her bank card (having also shared her PIN). After six months, it was discovered that £3,000 had been taken from her account unlawfully and welfare concerns were made regarding the lack of money she had left to pay her utility bills.
This fraud type when perpetrated by a family member or friend is a betrayal that can have devastating effects on the victim.
If you have been given a position of trust, it is your responsibility to keep a close eye on the individual’s finances, particularly if they are vulnerable. Handle bills and statements with care and shred them before throwing them out.
If you are concerned that a vulnerable person in your area is being financially abused by someone they know, report your concerns to Sussex Police or Surrey Police on 101.

We have seen an increase in reports of shed break-ins across Surrey this week, and we want to remind you to secure any outbuildings just as you would your home.
First off, check your home insurance covers the contents of any shed, garage or outbuilding from theft. Ensure any security lights or CCTV are in working order, and consider a battery-operated shed alarms.
Next up, take a look at your shed and consider the steps you could take to make it more secure, whether that be securing windows with wire mesh or grills, or investing in a strong padlock with no exposed screws.
And as the weather begins to take a brighter turn, perhaps it could be time to get planting - and what better than ones which can look great and keep your property safe?

Protect your online accounts from hackers and enable 2SV: Action Fraud issue new warning about social media and email account hacking as new data is revealed.
This year Action Fraud and Meta are encouraging the public to protect their social media and email accounts as data shows there were more than 35,000 reports made last year.
Data shows there was a rise of social media and email account hacking reported in 2024, with a total of 35,434 reports made to Action Fraud, compared to 22,530 reports made in 2023.
Action Fraud, the national fraud and cybercrime reporting service, has launched a campaign, supported by Meta, to encourage people to take an extra step of online protection by enabling 2-Step Verification for each online account they have. The warning comes as reporting shows nearly £1 million was lost to hackers last year.
The most common motives for social media hacking were either investment fraud, ticket fraud or theft of the targeted account, reporting insights revealed.
Adam Mercer, Deputy Director of Action Fraud, said:
“As social media and email account hacking remains the most reported cybercrime this year, this Action Fraud campaign marks a critical issue for everyone who has online accounts. That’s why we’re raising awareness of the ways people can protect themselves online.
“Follow Stop! Think Fraud advice and protect yourself online: enable 2-Step Verification on each online account you have – this will help prove your identity and stop fraudsters trying to steal or access your valuable information. Secure your social media and email accounts by ensuring each password is strong and uses three random words. Remember to never share your passwords with anyone else.”

“Scammers are relentless and continuously evolving their tactics to try and evade detection, which is why we’re constantly working on new ways to keep people safe while keeping bad actors out. Two-Factor Authentication (2FA) is one crucial example of how people can add an extra layer of security to their Meta accounts, to help reduce the risk of scammers accessing your accounts. We’ve also started rolling out facial recognition technology to help people get back into compromised or hacked accounts and are always working on new ways to stay ahead of scammers.”
In the reports made to Action Fraud, there were various different methods of hacking highlighted, these include:
On-platform chain hacking
This is when a fraudster gains control of an account and begins to impersonate the legitimate owner. The goal is to convince people to reveal authentication codes, including one-time passcodes, that are sent to them via text. Many victims of this type of hacking believe it’s a friend messaging them, however the shared code was associated with their own account and the impersonator can now use it to access their account. Usually when an account is taken over, fraudsters monetise control of the account via the promotion of various fraudulent schemes, like fake tickets or crypto investment schemes, while impersonating the original account owner.
Leaked passwords and phishing
The other common method of hacking is when account details are gained via phishing scams, or the use of leaked information used from data breaches, such as leaked passwords. This becomes prevalent as people often use the same password for multiple accounts, so a leaked password from one website can leave many of their online accounts vulnerable to hacking.

Thank you to everyone that attended the Whitebushes warm welcome at the village hall. It was great to see so many people coming together for a cuppa and chat. .
Also thank you to David from the Henry Smith Horley who gave an interesting talk about the organisation and how it can help people. The Horley branch of the organisation covers the estate (but not the hospital) and their details are bellow. It was interesting to hear of the historic land boundaries often based on rivers and streams hence the inclusion of Whitebushes with the stream that ran on the common up by Three Arch Road.
Surrey County Council, in discussion with schools and partners, has agreed to continue funding to provide families with children eligible for benefit-related free school meals(FSM) attending Surrey schools and education settings with supermarket food vouchers during the Easter 2025 break.
Supermarket food vouchers will no longer be available to:
A £30 voucher per eligible child will be funded for the whole Easter period. This is a single payment and no additional payment is available for schools/settings with a longer holiday period. Please note that vouchers are not available to non-Surrey pupils in Surrey independent schools.

You can now book blood test appointments online for the first time using SwiftQueue, our new patient booking system designed to reduce waiting times, improve efficiency, and enhance patient experience.
Patients at East Surrey Hospital can access the new online portal to book an appointment from 10 March 2025, whilst patients at Crawley and Horsham Hospitals will be able to book appointments from 1 April 2025.
The Trust will continue to accept walk-in patients until Monday 31 March 2025.

I'm writing to let you know we need to do some essential work near your property. Work will be carried out continuously from Sunday 09 March 2025 at 01:00 to Monday 10 March 2025 at 03:00.
This work will involve removing and installing rails with the use of on-track plant. We will be using Salfords, Redhill, RH1 5DE for on-tracking our machinery, staff access, loading tools and bringing materials to site.

Trees recently planted on Whitebushes Common, as part of 2,500 donated by Surrey County Council were removed yesterday by Reigate and Banstead Council as a result of being planted in the wrong place.
Whitebushes Common is species rich in grassland and as such it is designated as part of the Earlswood Common Site of Nature Conservation Interest.
Simon Elson, who is chair of the Reigate Area Conservation Volunteers (RACV), visited Whitebushes Pond on the 1st February and was shocked to see the tree planting and immediately reminded the Greenspaces Team of the SNCI status. As a result, the team have apologised for the genuine oversight and human error and have since been in discussions with Surrey County Council Tree Team and the County Ecologist of where the trees should be moved to.
They have agreed to compliment planting that has already taken place this season at Battlebridge Running Track Open Space, Crossway Open Space, both in Merstham and at Tarnyard Meadows in Horley, all of which have available capacity to accept extra trees.
Due to a sink hole the A25 just north of the Godstone one way system has been closed.
Diversions are in place and bus services punctuality is potentially being impacted due to the length of the diversion route. Please see the Metrobus website for more updates on bus services impacted.

Following the recent flood alert the River Mole has experienced a surge of water. as a result tankers have returned to the A23 at Salfords with temporary traffic lights deployed. Please allow additional time if using the A23.
Following the earlier suspension of bus services to Whitebushes and East Surrey Hospital due to the roadworks these have now resumed.
Hopefully now it is the weekend the works on the pavement can be completed with less disruption.
Should services be impacted over the next few days the nearest alternative stop that was in use was on Three Arch Road on the football club side of the road.
Metrobus are currently unable to serve East Surrey Hospital or Whitebushes due to the roadworks with temporary lights causing significant delays/congestion at the hospital roundabout. Please use the bus stop on Three Arch Road (football club side of the road) for all services.
If driving it is recommended to use Masons Bridge Road or Kingsmill Lane to access the A23 or A25 further from the hospital.
Help in the bushes have contacted Metrobus to ask them to also reflect the impact on the estate as the 460 was missing from the list of routes on Friday.

Thank you to Surrey County Council highways and their contractors for getting the road reopened so quickly following the diesel spillage.
The Whitebushes warm welcome coffee morning will be taking place as usual this Saturday between 11:00 & 12:30 however due to the vehicular access issues due to the diesel spill it is highly likely that the road will be closed therefore closing car park at the village hall.
Please remember you can access the Whitebushes Village Hall from the footpath that neighbours the common and runs from the playground all the way to the village hall with multiple access points from neighbouring roads and Kiln Walk.
Volunteers at both Help in the bushes and Kiln Community Gardens look forward to welcoming you to this monthly coffee morning held on the third Saturday of each month.
Following a diesel spill by the village hall the road is closed between Canada Drive (The rear entrance to hospital) and Spencer Way this evening.
Roadwork crews are on scene and as soon as we hear more Help in the bushes will share any updates here.
Buses are currently not able to complete the loop through the estate with an estimate of 1 week for the closure. Please check the Metrobus app or website for latest service updates. The nearest alternative stop is the Hospital main entrance.

There were 3 reports of Fraud in the last week. These included an attempted telephone Bank fraud, Financial Abuse and a Social Media Fraud.
For the third consecutive year we have seen an increase in the number of people coming to The Brow for the switching on of the Christmas tree lights and the carols sung by students from Salfords Primary School.
This year we were joined by the YMCA Y bus which regularly visits the estate as well as staff from Raven Housing Trust, McDonalds Earlswood as well as Reigate and Banstead Borough Council community development officer Charlie Griswood and our local councillors.

Evacuation
To keep you safe it is also important to evacuate if requested by the emergency services.

Have a bag of essentials ready including medication, spare glasses and documents - and think about where pets could be looked after.
You are free to make your own arrangements on where to stay, or you can stay at an emergency centre where advice and assistance will be available. Make sure that any family members who may be worried know where you are.

Ensure you know how to safely turn off the electricity, gas and water in your home in case you need to evacuate.

Water safety
Never go into or drive through flood water
– it is likely to contain sewage and there may be hidden holes or strong currents.

The British weather is unpredictable. Check guidance from the Met Office and sign up for weather alerts at metoffice.gov.uk. You can also keep up to date with weather forecasts and disruptions in the media and on local radio.

Avoid driving in icy conditions or in very severe weather such as snow or gales.

If you have to drive carry water, some food and perhaps a blanket in case you get caught in disruption on the roads – even in very hot weather, as road surfaces can melt.

Check on neighbours – is there anyone who might not be able to go to the shops as easily if it is very hot or cold or who might need help?
Power, gas and water loss
For extra help in power cuts, join the Priority Services Register if you have a young baby, health care requirements or sensory or mobility limitations, or are an older person.

The Reigate & Redhill society invite you to a public meeting about the future of the Harlequin Theatre which Reigate & Banstead Borough Council Leader Cllr Richard Biggs has been invited to.
This will take please at Carrington School, Noke Drive, Redhill (behind the railway station) at 20:00 (arrival at 19:30 recommended as likely to be a popular event as many friends of the theatre have attended council meetings on the important local issue to support the local arts and cultural offerings.

Good afternoon, Many thanks for offering to help us plant trees this year, we are very grateful for your support. We will come back to you before your planting date with further information, but for now we wanted to share the details we do have.
Site – White Bushes, Redhill.
Date – Tuesday Dec 10th
Time – planting starts at 10am. Your session will end around 1pm, though this could be earlier if we have more than enough volunteer help.
Planting – we are planting 500 whips & 30 feathers Do bring a spade and gloves if you have them as well as a warm drink and a chair if you wish. It is worth noting at this time that the ground may be wet and/or uneven, therefore do prepare yourself with appropriate clothing and footwear. In reference to weather conditions, we will always try to go ahead regardless, however if the spade won’t go in the ground, then we would be unable to plant, so in those conditions, we may need to cancel the event. We will do this with as much notice as possible. Please do dress for the weather, layers and hats are recommended.
More details and a reminder will follow nearer the time, but we hope this gives you an idea of what to expect. We are hoping this will be a fun and welcoming session. Do not worry if you have never planted a tree before, we will have experts on site to show you how to do this!

Please be aware there is flooding by the Beefeater which has resulted in the A23 being closed between Honeycrook Lane and Woodhatch Road.
There is increased traffic using Masons Bridge Road and the A217.
Metrobus report buses are diverting via the A217 impacting the routes and stops listed in the attached photo. This is impacting running times along with congestion as other traffic diverts to other local roads so delays and cancellations may occur as buses become increasingly delayed.
As Metrobus have their depot in Crawley services the rely in vehicles and drivers that switch between routes may also experience knock on impacts.

A section of A217, Reigate Road, Hookwood will be closed while SCC undertake works to remove dangerous trees from the highway verge. The council’s contractors Dryad Tree Specialists Ltd will be carrying out these works on their behalf.
The work will take place on Monday 25 November for 1 day – 10am to 4pm. A road closure will be in place on A217, Reigate Road, Hookwood. East bound Road closure from Roundabout with Reigate Road to the roundabout with the entrance into Tesco Superstore.
They will make sure you can get to and from your house or business when it is safe to do so. It is essential to keep the road free from parked vehicles to enable the work to proceed as planned. The work is weather dependant and can be delayed by bad weather or other factors.

SCC thank you for your patience while they carry out these works and apologise for any inconvenience caused.

The South Terminal is reopening with staff returning to their workplaces before passengers can enter.

Please note that due to a security incident at the South Terminal at Gatwick the terminal has been closed as have a number of local roads. These closures may change so the following applies at time of publishing.
Bus routes are subject to diversions and delays are to be expected to last for a significant amount of time due to longer diversion routes and congestion in the area.
Trains are not stopping at Gatwick Airport at the present time with a lot of passengers waiting at neighbouring stations such as Horley.
The A23 has been closed Southbound (although this is an ongoing incident so please check before you travel). There is no access to the A23 Southbound towards both the M23 andAirport at the time of publishing from the Longbridge Roundabout.
Gatwick Airport report that the North Terminal is however open.

When we open at The Belfry on Monday 18 November, our opening times will be the same as at Consort House. Understandably, our Rhymetime sessions are having a very short break; our first Wednesday Rhymetime will be on again from Weds 20 Nov, and Saturday Rhymetime from Sat 23 Nov, as well as our other regular groups and activities.
However, please note that PCs and printing will not be up and running in our new premises until December - we will announce the date as soon as it's been confirmed.

The roadworks section of the website has details of roadworks shared by Surrey County Council however we would like to highlight that there are currently roadworks on Pebble Hill and on Sat 26th Oct a running event taking place on Zig Zag Road Boxhill in the morning and into the earlier part of the afternoon.
Traffic disruption is therefore likely and you may want to leave extra time or divert via either the A24 or A217 to avoid these issues.
Due to the RAAC issues in the Harlequin complex our local library has for some time been temporarily located at Consort House.
Councillor Natalie Bramhill has posted today that this will be moving to the Belfry Shopping Centre on 18th November occupyiby a unit near Vision Express.

Reigate & Banstead Borough Council planning committee rejected the planning application tonight for the redevelopment of Redhill railway station Following a long planning committee meeting at the Town Hall which was well supported by members of the public.
the planning application received approx 2,000 letters or comments objecting to the proposal for 255 flats with limited parking and the ease of connecting between rail, bus or taxi significantly reduced.

At the depot we don’t have any rubber matts but the footway was closed because it isn’t safe placing anything over the sinkhole.
Sinkholes are generally larger in the inside then on the outside and if pressed will collapse further potentially creating a larger hazard and risk for the public walking over it.
The foot closure gets manned once a day and corrected if taken down under the job number 589341.
Sorry for the inconvenience and hopefully BT will officially take over soon.
Official pedestrian diversion:
This will involve going across towards the hospital then crossing over to the north side of the roundabout before returning using the traffic light controlled crossing.
Please do not remove the barriers as this is protecting a sinkhole which can extend across the area under what appears to be a safe surface making it at risk of collapse.

Redhill FC have the fastest growing Girls game in Surrey going from 8 players to 120 registered in under two seasons!
This Saturday we will celebrate this amazing growth with over 50 (YES 50!) of these players representing their teams on our mascot event day for Redhill’s game against Epsom and Ewell.
We would love a big crowd in to cheer on the Girls and their half time penalty shoutout competition.
Teams represented include Ladybirds, Black & White Pandas, Owls, Raccoons, Meerkats, Badgers, Robins, Rooks, Ravens, Lionesses and even some of our U15s too!
Our work with the Girls game doesn’t stop at the club. We work in partnership with schools and community groups volunteering our coaching to get Girls into sport.
And…we are just about to launch our Women’s team with their first fixture coming soon!

Last week across the county, officers were out and about cracking down on vehicle crime. But what is vehicle crime, and why should it be taken seriously?
Vehicle crime includes theft of vehicles, theft from vehicles, interference with a motor vehicle, and buying or selling stolen vehicles. These types of offences are increasingly being seen across the country. They are carried out at all hours of the day, even in broad daylight.
We want to help you stay safe and minimise the chances of becoming a victim of vehicle crime. There are simple steps you can take to deter criminals, such as making sure your vehicle is locked when you leave it, even if you are returning shortly. If you are a motorbike or moped owner, you can help keep them safe by using a disk lock, chaining your bike to an immovable object, and covering it when not in use.

Vehicle related offences can have a devastating impact on individuals and on business owners, from loss of a family car, to loss of work equipment. These thieves are often linked to organised crime groups, who may be running a sophisticated chop shop. A chop shop is a place where stolen vehicles are dismantled so the parts can be sold or used to repair other stolen vehicles. We have seen various types of vehicle crime carried out across Surrey, and we’re actively targeting criminality taking place in order to disrupt it, and protect you and your belongings.
Last week we carried out unannounced visits at places suspected of being involved in vehicle crime offences. We located two suspected stolen vehicles, seized a cloned vehicle, made two arrests for vehicle crime offences, and carried out a warrant at a chop shop recovering 27 vehicle parts. Alongside this, officers were out and about all week engaging with the community and giving crime prevention advice to the public. A group of enthusiastic young volunteers who are eager to contribute their time and energy to support the borough. The group is called ASEZ WAO UK Are coming to Whitebushes meeting at 14:00 this Sunday (29th Sept) to complete a litter pick with equipment available at the playground.
Residents are invited to join this group to help cover more of the estate and get to know their neighbours and about this group that do a range of community projects.
Cllr Della Torra has advised us that SES water have closed Woodlands Road by the bus stops near the GP surgery.
If you need to access the Woodlands Medical Practice by vehicle you will need to enter from the St John’s Road end of the road.

The recent Surrey Council Council (SCC) consultation into the Redhill to Horley improvement scheme which also included proposals in Earlswood and by the hospital roundabout have now closed. We will update you when the report is available.
SCC also ran a consultation which closed a month ago for a new school on the Woodhatch Place campus however contained in that document were changes as far away as by The Red Cross public house on the western side of the town and Bancroft Road/A25. Raven Housing Trust hosted a meeting for their home owners last Wednesday to discuss issues that impact them and start work to better understand the concerns that residents who are home owners or in shared ownership / sheltered accommodation scheme properties.
The meeting is the first in a line of improvements that Raven Housing hope to develop moving forward whilst recognising the specific issues that apply to home owners rather than to their tenants.
A range of issues were covered but one of the issues that has already seen improvement is in the information on the Section 20 (major works - ie any work likely to cost any individual flat/property more than £100) with details of the scope of the works and including the Q&As. Further improeents were discussed as the meeting as a result of great discussions between Raven & Home owners.
If you are a Raven resident (regardless of tenant or home owner) please do take the time to complete the surveys they offer including with their telephone researchers as the more feedback the better they can serve you.
Urgent Allergy Alert. We are advising people who have a peanut allergy to avoid consuming foods or drinks that contain or may contain mustard, mustard powder or mustard flour.
These mustard ingredients can be found in food such as dips, sauces, salads and pre-packed sandwiches.
The FSA is urgently working with the relevant Local Authorities, individual businesses and industry to identify which products may be affected. We have traced the contaminated mustard ingredients to a producer in India and have identified one company who has supplied these ingredients for use in UK food.
As a precaution, we are advising consumers who have an allergy to peanuts to avoid consuming any foods or drinks that contain or may contain mustard. If mustard is present in a food, it will be labelled in bold on the packet because it is an allergen itself. If there is a risk that mustard could be unintentionally present in food there will be a ‘may contain’ label for mustard.
If you are eating out, please ask the cafe or restaurant staff if any of their products contain mustard – by law, food businesses must provide this information to customers.

Since 1 January this year Surrey Police have received over 100 reports of doorstep crime which equated to an average loss of nearly £10,000 per person.
64% of victims lived on their own and their average age was 80.
Uninvited doorstep callers often show up unannounced and try to pressure you into getting work done on your house, like fixing your roof, driveway, gutters, or trees.
They'll often claim they're just in the neighbourhood and can offer a super cheap price.
This is the type of common trick used by criminals, often targeting vulnerable people. They pressure residents into making quick decisions, often raising the price or delivering poor-quality work. Sometimes, they don’t do any work at all, leaving people out of pocket by up to hundreds of thousands of pounds
You can help stop this crime by looking out for neighbours, friends and family and by reporting anything suspicious.

Protect your phone
Always keep an eye on your phone to protect it from opportunistic thieves. A tactic we’ve seen involves criminal approaching someone in a coffee shop or café then placing a piece of paper over the victim’s phone on the table while chatting. The thief then picks up the paper along with the phone and walks away. We’re encouraging people to be aware of their surroundings and avoid leaving phones unattended, or on display while not using them.

It can take a pick pocket less than 10 seconds to walk away with your phone. Here are some helpful tips:

Half price bus fare for under 20s in Surrey
Did you know, anyone aged 20 or under can apply for a 'LINK' card, which gives 50% off all adult bus fares across Surrey?
We have developed a 'LINK' card that can be shown on any bus in Surrey to qualify for the discount on all single and return journeys.
You can apply for a card on the Surrey LINK card webpage and you must have a passport style digital photo ready to upload or capture. If successful, you should receive your card within 10 days and the card is valid for three years.
You must live in Surrey and journeys should start and or end in Surrey. Once you've received your card, simply scan the card at the ticket machine. If you're purchasing a ticket on the bus, simply hold the LINK card to the ticket machine and tell the driver where you're going. The card is valid 24/7 all year round.

Fraud recovery fraud
Sadly, we have seen an increase locally across Sussex and Surrey in criminals contacting previous fraud victims and presenting them with an opportunity to retrieve their lost funds as a sort of recovery scheme, typically from an investment fraud. The victims are frequently being asked to pay an advanced fee for this service and are suffering huge financial loss and repercussions for being repeat victims of fraud.
Case Study
Earlier this year a 61-year-old female from East Sussex was looking to invest some money she had recently inherited. She saw an advert on Facebook with Martin Lewis talking positively about investing in Crypto currency and recommending a specific company for doing this (this advert had used deepfake software to give the impression that Martin Lewis was recommending this company when in fact this was all a hoax).
Once on the website she filled out a questionnaire and was then subsequently called by someone representing the company claiming to be a financial advisor who will help her invest in Bitcoin and manage her portfolio. The financial advisor instructed her to transfer money to them to invest in Bitcoin. She would get daily calls from the advisor asking to invest more and more money, while also seeing that reports emailed to her showing her investment growing quickly.
She had invested over £40,000, before she realised this was all a scam.
Last month she received a call from some claiming they could recover her lost money for a fee. So she began transferring cash to a nominated account and using a variety of different payment methods and transfer services. Sadly, this was actually a second fraud and she went on to lose yet another substantial amount of money.
Financial abuse by a known person
Financial abuse is most frequently carried out by a person who is trusted by the victim. This can include family members, friends and neighbours, care workers and other professionals.
This can also relate to fraud by abuse of position of trust, which applies when someone has been put in a privileged position, and because of this position, is expected to safeguard another person’s finances.
There are also individuals who target and befriend vulnerable adults with the intention of exploiting them.
Disabled people are disproportionately affected by this despicable crime compared to the non-disabled population. The risk is increased due to them often being more in need and reliant of others supporting them and a higher likelihood of social isolation.
Reporting a fraud by abuse of position of trust can be increasingly difficult if the suspect is a family member, carer, or friend as the victim may not have an alternative support network and there may also be a fear retaliation or further victimisation.
So far this year we have seen 201 reports of financial abuse by a known person across Sussex and Surrey with an average age of the victims being 67 years old. The total loss experienced amounted to £3.9 million.
During the month of August, the Digital Safety and Fraud Prevention Team at West Sussex County Council have been collaborating with other partner agencies who are also members of the Fraud Prevention Working Group (FPWG) to raise awareness around Financial Abuse by a known person.
By producing a series of awareness messages, scheduled at specific dates across the month and shared across the social media platforms of all the FPWG members, these messages have raised awareness of this fraud type and also focused on what to look out for if you believed a loved one was experiencing financial abuse. Links to resources and signposting to support agencies were also included within these posts.
Telephone number spoofing
There have been an increased number of victims reporting receiving fraudulent communications from phone numbers, falsely identifying as their banks.
These authentic looking numbers allow suspects to impersonate bank officials, conducting scams by calling on what seems like a legitimate number and following up with an official looking text message. These can appear in an existing message chain, which seemingly adds further credibility.
Calls with spoofed numbers can come from all over the world and are used in a growing proportion of nuisance and fraudulent calls.

Surrey Police is taking part in a surrender and compensation scheme for zombie-style knives and machetes launched by the Government on Monday (26 August).
The scheme is a one-month surrender period for owners to hand in their weapons to the police and claim compensation, which will run until 23 September. These items will be illegal to possess, sell, manufacture and transport from 24 September.
The surrender and compensation scheme is part of the Government’s ongoing commitment to tackling serious violence and strengthening police powers to act. Changes to the Criminal Justice Act 1988 will add zombie-style knives and zombie-style machetes to the list of prohibited offensive weapons.
Under the scheme, these items can be surrendered to police. Lawful owners will be able to claim compensation for the items in most cases, if the total value of the items is more than £30. Claims can be submitted to Surrey Police using a form which is available here on the Government website.
Items can be surrendered at these designated front offices across Surrey:
People surrendering items must ensure that the items are safe to handle while travelling to the police station and while on police premises. They must be contained in a manner that allows them to be transported without causing distress or alarm to other members of the public.
Items must be wrapped up and placed in a sealed bag or box. They must not be carried openly at any time.
Carrying bladed articles in public without a good reason or lawful authority is an offence.
Carrying the items according to these instructions and accompanied by the claim form will allow individuals to claim that they have a ‘good reason’ - namely that they are about to surrender the articles at the nearest designated police station - if stopped by the police. Once in the police station, the person mustn't take the item out until requested to do so by a police officer or member of police staff.

Following the request for a neighbourhood watch scheme survey being requested by a resident we have had a survey open for 1 month to allow people to have their say.
22 responses were received by the deadline:
A comment was receive that showed support but the respondent felt the estate was already safe.
Six comments received:
1. Uneccesary and just creates busy bodies
2. May be we need a few dotted around the estate, especially near the shop.
3. All round the estate
4. Near the park and near the shop
5. Denton Close - scary drivers down there
6. Kiln Walk
This question was included as it is information that the scheme administrators ask when approving new schemes.
The others were all from Kiln Walk (apologies for missing this location on the list)
There were six comments left:
1: Rubbish idea. Seem to be too many busy bodies on thr estate as is. More initiative around youth facilities would be beneficial though
2. Needs some monitoring camera
3. I hope this will work but I don't think there's enough respect from some of the other residents to actually make a difference

Whilst the results of respondents is significantly in favour the very small sample size means that schemes would be needed to by more localised.

Some of the issues raised in the survey include:
- Has the late start of the 420 from the estate been responsible for the numbers driving instead
- Could the large gaps in the mornings for the 460 southbound be addressed to ensure a service atleast once an hour.
- Bus stop infrastructure improvements - better lighting on Spencer Way
These are only some of the issues we have raised but the more residents that contribute the louder our voices becomes.

We turned 50 this year and to celebrate the milestone, we are running a competition to find a poet laureate.
The winner will be announced on 5 September at our ‘Poetry at the Castle’ event - an evening of animated alliteration and witty wordplay featuring Paul Lyalls and Woodzy.
You must be 16 years or older to enter. Poems must have a title and be no longer than 28 lines. They must have not been published, made public on social media, or featured in other competitions. The theme is 50 years.
The winning poem will go on display around the borough with the successful bard earning the right to promote themselves as the
Bard of the Borough.

Are your children starting school or college in September?
The Surrey LINK card is for young people aged 20 and under who live in Surrey. It can be used on any single or return bus journey that starts and/or finishes in Surrey and allows you to get 50% off the adult fare for the journey you are taking. On most routes this is the equivalent of a child fare.
Please note the LINK card discount does not apply to: a child fare or season tickets. The LINK card cannot be used on bus services operated by Transport for London (TfL).
The LINK card is free. A £10 administration charge will be made for replacement cards (that have been lost, stolen or damaged).

The Council’s Executive agreed last night to focus on options for a medium-term cultural offering for the borough (based in Redhill if possible) to be reported to the Executive in early 2025.
The Harlequin Theatre & Cinema’s interim leisure and cultural provision, put in place while the building cannot be used due to RAAC, will cease.
A community event for local people to get involved is planned for the autumn.

As we are in the school holiday period we appreciate that some residents may be away or busy so following the initial request of a resident who approached us about whether there is interest for a Neighbourhood Watch scheme for the estate and no cold calling zone request we set up a survey to gauge the opinions of residents.
The number of respondents so far is low however trends are emerging. Whilst at this stage those trends will not be disclosed as we accept that there are many that have not answered the online survey on this matter and it would be of disservice to them if we do not allow them sufficient time to respond without influencing of those results.
Therefore if you have not completed the survey which has 6 multiple choice questions and 1 free text section for any comments we will be extending this until the end of Bank Holiday Monday 26th August. Results will be shared following this.
The survey and results do not request personal data but asks:
1. Do you support the creation of a Neighbourhood Watch scheme for Whitebushes?
2. If approved would you like to be an active member?
3. if approved where do we want roadsigns?
4. If approved, do you want window stickers? (This is requested by the scheme administrators when sending out welcome packs)
5. Which part of the estate do you live on? (with the exception of Masons Bridge Road, Bushfield Dr and Spencer Way - all other roads have been grouped into smaller areas)
6. Any comments?
7. Do you want the estate to become a no cold caller area?
You may be aware that the council had to close The Harlequin Theatre in 2023 following the identification of RAAC resulting in last year’s pantomime being in a circus tent in Redhill Memorial Park.
In July 2024 a meeting was held to discuss The Harlequin and following that further reports were due into the council. In light of that additional information the council is hosting a meeting on Thursday 15th August at 18:30 to discuss the plans for the Harlequin.
The previous meeting was very well supported in the public gallery and an overflow room as well as broadcasted on the Webcast a service that you can view remotely. The meeting will be open for the public to view (excluding a section where sensitive council issues are discussed) in person and on the webcast. Link bellow.
Service updates will take place from Saturday 31st August 2024. We recommend checking your journey times so you can get to where you need to be at a time that works for you.

Minor timetable changes to improve reliability.

Minor timetable changes to improve reliability. The first journey towards Crawley will be revised to start at Charlwood instead of Dorking due to very low usage.
Route 281
Additional weekday evening service from Crawley to Copthorne introduced to offer a later journey serving Heathy Wood as well as other minor timetable alterations to improve reliability.
Route 291
Minor change to schoolday afternoon journeys due to revised Sackville School finish time, as well as some other minor alterations to improve reliability.
Routes 420/460/820
420 - Extended to Horley (A23), Gatwick South Terminal and Crawley daily, creating many new links while also further increasing the number of direct buses between Redhill, Gatwick and Crawley.
The [420] route will no longer serve Whitebushes due to low usage but Whitebushes will continue to be served by route 460.
Routes 420, 460 & 820 will also have changes to some journeys serving Walton Oaks and other minor timetable alterations

As we are in the school summer holidays this is a good time to remind you to avoid sharing information about your holidays until after you return especially on social media something we see so many doing today. When posting holiday pictures or pre departure drinks photos it could advertise that your home may be unoccupied making it a potential target for thieves.
Metrobus are making changes to services in the area and following poor patronage of buses through Whitebushes have unfortunately withdrawn route 420 from the estate from 31st August 2024
Passengers wanting the 420 will need to pick this up from East Surrey Hospital.
Bus route 420 is being extended to Crawley as part of this change.
Following the recent conversations about greenery and the appearance of the estate here is a great opportunity to meet other people on the estate and work on the Kiln Community Garden and Whitebushes Pond on the first Saturday of the month between 10:00 & 12:00.
